A master planned community is a large-scale residential development that includes amenities for its residents. These amenities, such as swimming pools, fitness centers, social buildings, and dog parks, are what distinguish a master planned community from a typical housing subdivision.
The Highlands is located in Montgomery County, TX. Our master planned community is situated in the lush piney woods just off Texas Highway 99, also known as the Grand Parkway. It’s a short drive north of Houston, or east from The Woodlands and Conroe.

The Highlands will build approximately 4,000 homes upon completion.
An HOA, or Home Owners Association, is a management organization responsible for enhancing the lives of our residents and for safeguarding home property values. Our HOA establishes guidelines for the community’s appearance, oversees the operation, maintenance and repair of amenities, provides common space landscaping, and coordinates lifestyle activities for residents. The annual HOA fee at The Highlands for 2022 will be approximately $1,060. In 2023, annual HOA fee will be approximately $1,420 to be paid yearly.
Yes! We will open an on-site elementary school in Fall 2025.
Yes, The Highlands benefits from being in a MUD. A MUD or “Municipal Utility District” is a special Texas entity that supports planned developments in areas where city services and needed infrastructure are not yet available. MUDs contribute to the affordability of new homes in Texas and the exciting growth here. The MUD tax rate is set at 1.25% in The Highlands.
The current estimate tax rate for The Highlands is 3.38% (based on 2021 Tax Year & Tax Rate) and includes the MUD tax rate which is set at 1.25%. *Taxes are collected by Montgomery County Central Appraisal District. For more information visit mcad-tx.org.
Fairway Pines is an age restricted or “Active Adult” section of The Highlands that is specifically designed for those 55 & better! At least one permanent resident 55 years of age or older and no person under 21 years of age may purchase a home in this section.
Yes! In addition to all the amenities The Highlands offers, Fairway Pines will have its own resident clubhouse, fitness room and activities that keeps Active Adult community gatherings and events on a robust calendar.
The 2022-2023 sub-association fee for Fairway Pines will be approximately $100 per month in addition to The Highlands HOA fee to be paid yearly. In 2024, the sub-association fee will be approximately $185 per month in addition to The Highlands HOA fee to be paid yearly. These fees include front yard lawn maintenance and the operation, maintenance, and repair of amenities, common space landscaping, and specific Active Adult lifestyle activities for Fairway Pines residents.
All of this is in addition to community HOA benefits such as fiber internet.
